OCT 2007|“Recalls are an ineffective method for separating consumers from harm’s way,” said Donald Mays, Senior Director of Product Safety Planning and Technical Administration for Consumers Union. “Last month’s recall of one million Simplicity cribs had a consumer response rate of a mere 4.5 percent, leaving 950,000 hazardous cribs still in the homes of unsuspecting parents,” added Mays.

Facts

* 80% of all toys sold in the U.S. are now manufactured in China, as are many other consumer products.

* Companies design new products and send their design specifications to overseas factories where labor to produce the products is very inexpensive.

* The factories sometimes surreptitiously substitute unsafe but far cheaper materials, like low cost lead-laden paints, for the materials originally set forth in the manufacturing specifications. Or they make the product as originally designed but it was not safe in the first place.

* Hundreds of millions of toys and other products are loaded into shipping containers on huge freighters, and shipped to U.S. ports. U.S. imports from foreign countries nearly doubled since 2000. More than 200 million shipping containers came through U.S. ports over the past decade (1997 to 2006). U.S. container traffic is projected to at least double by 2020.

* The Consumer Product Safety Commission (CPSC), charged with product safety oversight, including imported products, has only 15 inspectors at ports nationwide. It inspects far less than 1% of product imports for safety and compliance with U.S. law.

* The Food and Drug Administration has more inspectors at ports, but inspects only about 1% of food imports.

* Products go directly to distributors or retailers for sale to you, while manufacturers may or may not run their own safety tests on selected products and shipments.

* When we discover that a product is unsafe—often when families report injuries—the agencies launch an investigation (that can take days, weeks or months) and eventually an unsafe food or product may be recalled.

* Government agencies issue recall notices and hope they get covered by the media so the message can reach consumers. The message often doesn’t get through.

* Very few recalled products are ever returned and few Americans know to regularly check government websites and compare items in their homes to items listed.

* Deaths, injuries and property damage from consumer product incidents cost the nation more than $700 billion annually.

* In 2006, China exported $7 billion worth of toys to more than 160 countries. Of about 300,000 batches for export, the U.S. Consumer Product Safety Commission had only made about 29 recalls.
